Rule 33

If the insurer does not determine the liability according to rules 31 and 32 or if it determines the liability in such a way as to cause harm to the insured, the insured may also file a complaint with the open committee.
(1A) If a complaint is received in the committee according to sub-rule (1), the committee may order the concerned party to submit a written reply explaining the reasons within fifteen days.
(1b) If a written answer is submitted according to sub-rule (1a), the committee may, after examining it, order to understand other matters with the insurer or the insured or to submit other necessary documents and details if necessary.
(1c) If a written answer or necessary documents or details are not submitted according to sub-rule (1a) or (1b), the committee shall make a unilateral decision on such complaint and give the information to the concerned insurer.
(2) When the committee examines the complaint filed under sub-rule (1), if it appears that the insurer has not determined the liability, the committee may order the insurer to determine the liability or re-determine the liability.
